FS#19 - Palette priorities are wrong

When you create a palette it doesn't apply the groups in the right order. For example, if you have a group and a subgroup set in a palette it applies the subgroup first, and the group second overwriting the subgroup change.

This task does not depend on any other tasks.

Additional comments about closing:  Palettes now recall properly, and fade properly regardless of group configuration

This appears to only happen when fading to a palette, not when setting it directly
